if still problem exists.. that might be of the antivirus you had before ! tell which you had before , and try downloading a removal tool of that Av BY GOOGLING IT !
and you will be definitely be able to install now !

Don’t listen to second, he obviously does not have a clue what he is talking about. Microsoft DO NOT own Symantec (Norton) and the software has got better over the years not worse.
