China Accused of Massive IP Theft, AI Hacking by Five Eyes Intelligence Alliance

China stands accused of stealing intellectual property and using artificial intelligence to hack and spy on other nations at an unprecedented scale.

As Reuters reports, the accusations come from the Five Eyes intelligence alliance—which comprises the United States, Britain, Canada, Australia, and New Zealand—following meetings with private US companies in Silicon Valley. The theft is occurring across a wide range of sectors, covering everything from quantum technology and robotics to biotechnology and AI.

FBI Director Christopher Wray referred to China as an “unprecedented threat,” and said, “China has long targeted businesses with a web of techniques all at once: cyber intrusions, human intelligence operations, seemingly innocuous corporate investments and transactions … Every strand of that web had become more brazen, and more dangerous.”

Mike Burgess, the Australian Security Intelligence Organisation’s director-general, added: “The Chinese government is engaged in the most sustained scaled and sophisticated theft of intellectual property and expertise in human history.”

Chinese government spokesman Liu Pengyu responded to the accusations, stating, “We firmly oppose to the groundless allegations and smears towards China and hope the relevant parties can view China’s development objectively and fairly.”

Earlier this year, when Microsoft caught China spying on critical western infrastructure, the Chinese government responded by claiming it was just a “collective disinformation campaign” by the US and its allies.

This is the first time all members of Five Eyes have publicly called out China’s actions collectively. In response, the alliance is hoping both private industry and academia will help to counter the threats, which Wray describes as “a bigger hacking program than that of every other major nation combined.”

Addressing Climate and Biodiversity Action, and Clean Energy Transition

Today we have signed a statement of intent to advance our climate cooperation through the Australia-United States Climate, Critical Minerals, and Clean Energy Transformation Compact. We are taking urgent action to elevate global climate ambition, accelerate the global clean energy transition, and support mitigation, adaptation and resilience efforts in the Indo-Pacific and beyond. The Compact affirms the position of climate and clean energy as the third pillar of the Alliance, alongside our defence and economic cooperation.

Under the Compact, Australia and the United States intend for our private sectors, resources, and industrial strength to drive innovation and accelerate the establishment of a responsible, secure, and inclusive global clean energy economy. We intend to coordinate to spur the diversification and expansion of clean energy supply chains, address the growing energy demands of the Indo-Pacific, and enhance the Indo-Pacific’s role as a primary driver of global prosperity. The newly-established Australia-U.S. Forum on Clean Energy Industrial Transformation and Taskforce on Critical Minerals will allow both our countries to deepen cooperation to deliver sustainable, resilient, and secure critical minerals and clean energy to the world and reduce emissions.

Better public sector cybersecurity aimed by Center for Internet Security, Google Cloud alliance

SiliconAngle reports that the Center for Internet Security and Google Cloud have entered into an alliance that seeks to strengthen the cybersecurity posture of the public sector amid increasing threats.

Under the alliance, CIS will be able to provide Google Cybersecurity Action Team services, including Google Threat Horizons reports and Mandiant cybersecurity tools, to help its members bolster cloud security and overall cybersecurity practices. Meanwhile, Google has also introduced partnerships with Health-ISAC and FS-ISAC, as well as unveiled the new Google Public Sector aimed at accelerating digital transformations at U.S. public sector entities.

“This partnership between CIS and Google is particularly exciting because it is bringing together two powerhouse perspectives on cybersecurity and applying them to the highly targeted and historically cyber-underserved community of U.S. state, local, tribal, and territorial government organizations. The Vice President’s travel to the Philippines reaffirms the bilateral alliance and will spur cooperation on a range of issues, including:  advancing clean energy, addressing the climate crisis, promoting inclusive growth and innovation, increasing access to quality education and health resources, combating trafficking in persons, facing common security challenges, supporting freedom of the seas, and deepening people-to-people ties.
 
The Vice President is launching the following initiatives.
 
CLIMATE ACTION, ENERGY SECURITY, AND SUSTAINABLE INFRASTRUCTURE

  • Energy Policy Dialogue: The U.S Department of Energy, U.S. Department of State, and Philippine Department of Energy will establish an Energy Policy Dialogue, a high-level platform for the two nations to develop new forms of energy cooperation, including on short and long-term energy planning, offshore wind development, and grid stability and power transmission.
  • Launching 123 Agreement Negotiations for Civil Nuclear Energy Cooperation: The Vice President announced that the United States and the Philippines are initiating negotiations on a civil nuclear cooperation agreement (“123 agreement”) to support expanded cooperation on zero-emission energy and nonproliferation priorities.  Once in force, this agreement will provide the legal basis for U.S. exports of nuclear equipment and material to the Philippines. The United States is committed to working with the Philippines to increase energy security and deploying advanced nuclear reactor technology as quickly as safety and security conditions permit to meet the Philippines’ dire baseload power needs.  Such a deployment would support both energy security and climate goals, as well as support workers and businesses in both countries.
