NAVY

General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $5,134,324,189 cost-plus-fixed-fee and cost-plus-incentive-fee modification to previously awarded contract N00024-17-C-2117. This modification procures missile tube long-lead-time material; missile tube manufacturing; additional advance procurement, including advance construction and multi-program material-procurement, and production backup units; planned program equipment replacement and spare material for follow-on Columbia-class submarines; and logistics/sustainment support for the U.S. and United Kingdom programs. This modification also includes additional Submarine Industrial Base (SIB) enhancements as part of the Integrated Enterprise Plan and multi-program material procurement supporting Columbia-class ballistic missile submarines and the nuclear shipbuilding enterprise (Virginia-class and Ford-class). The industrial base development work is for the furtherance of the Navy’s plan of serial production of Columbia and Virginia submarines.  Pursuant to the president’s budget for fiscal 2023, the requirements are included for SIB investment for strategic sourcing, supplier development, workforce development, and technology opportunities. Funding is pursuant to the president’s budget for fiscal 2023 and the Further Continuing Appropriations and Extensions Act, 2023 (Public Law 117-229). Work will be performed in Groton, Connecticut (70%); Newport News, Virginia (25%); and Quonset Point, Rhode Island (5%), and is expected to be completed by June 2028. No funding will be obligated at the time of award. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Huntington Ingalls Industries, Ingalls Shipbuilding Division, Pascagoula, Mississippi, is awarded a $36,024,953 cost-plus-fixed-fee modification to previously awarded contract N00024-21-C-2443 for life cycle engineering and support for the LPD 17-class Amphibious Transport Dock Ship Program. Work will be performed in Pascagoula, Mississippi (95%); and Norfolk, Virginia (5%), and is expected to be completed by December 2023. CANES represents a key aspect of the Navy’s modernization planning by upgrading cybersecurity, command and control, communications and intelligence systems afloat, and by replacing unaffordable and obsolete networks. The primary goals of the CANES program are to: 1) Provide a secure afloat network required for Naval and Joint Operations; 2) Consolidate and reduce the number of afloat networks through the use of Common Computing Environment and mature cross domain technologies; 3) Reduce the infrastructure footprint and associated Logistics, Sustainment, and Training costs; and 4) Increase reliability, security, interoperability and application hosting to meet current and projected warfighter requirements. American Systems Corp., Chantilly, Virginia, was awarded a competitive single award, indefinite-delivery/indefinite-quantity contract for test, evaluation, and certification services. The face value of this action has a contract ceiling of $1,010,000,000. The minimum guarantee of $10,000 will be satisfied through the issuance of the first task order, which will be funded by fiscal 2023 research, development, test, and evaluation appropriations. The ordering period for the base period is Dec. 2, 2022, to Dec. 1, 2026, with one five-year option period and one one-year option period through Dec. 1, 2032. Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, is awarded a $768,485,104 cost-plus-fixed-fee modification to previously awarded contract N00024-19-C-2114 for naval nuclear propulsion components. Work will be performed in Monroeville, Pennsylvania (70%); and Schenectady, New York (30%). Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $768,485,104 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Crowley Government Services Inc., Jacksonville, Florida (N3220523C2506), is awarded a $45,850,402 firm-fixed-price contract for the operation and maintenance of six government-owned Transportation Auxiliary General Ocean Surveillance (T-AGOS) and Transportation Auxiliary General Missile Range instrument (T-AGM) vessels. HII Wins $76.7M Air Force Contract for Electronic Warfare Research and Analysis

HII’s Mission Technologies division has been awarded a $76.7 million task order by the U.S. Air Force to perform research, analysis, test and evaluation to support on electronic warfare and electromagnetic spectrum capabilities development.

“We are pleased to extend our partnership with the U.S. Air Force on a strategy to ensure EW and EMS dominance and enable the U.S. to maintain its advantage over a rapidly evolving global threat,” said Grant Hagen, president of the division’s Cyber, Electronic Warfare & Space business group. “The award reinforces the USAF’s confidence in our team, and we look forward to executing the contract.”

The EMS superiority development task order was awarded under the Defense Department’s Information Analysis Center’s multiple-award contract vehicle. The USAF 774th Enterprise Sourcing Squadron, part of the USAF Installation Contracting Center, awards DOD Information Analysis Center Multiple Award Contract
task orders through a competitive process.

HII has been supporting the program since 2017 and is teamed with DCS Corp., Modern Technology Solutions Inc., On-Line Applications Research Corp., Southwest Research Institute and Vanderbilt University to perform the work over five years.

Under the contract, the HII team will develop technical recommendations for the Advanced Capabilities and Strategic Integration team ⏤ part of the Air Force Life Cycle Management Center Electronic Warfare and Avionics Division. Areas of research may include artificial intelligence and machine learning, cyber and microelectronics.

HII’s research and analysis will help reduce technical risk, provide mature technologies and deliver systems engineering rigor needed to improve warfighter survivability at reduced total lifecycle cost.
