Eastern District of Oklahoma | Muskogee Resident Pleads Guilty To Possession Of Child Pornography


MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Troy Richard Jenkins, age 32, of Muskogee, Oklahoma, entered a guilty plea to one count of possession of child pornography, punishable by up to 20 years in prison.

During the plea hearing held June 27, 2023, Jenkins admitted to knowingly possessing and accessing with the intent to view more than 600 visual depictions involving the sexual exploitation of minors.  Some of the pornographic images depicted children under the age of 12.  Jenkins also admitted to distributing child pornography to others.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. The charges arose from an investigation by Homeland Security Investigations.

The Honorable Gerald L. Jackson, United States Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report.  At the conclusion of the plea hearing, Jenkins was remanded to the custody of the U.S. Marshal pending sentencing.

Oklahoma delegation protests loss of federal family planning grant


Family planning: The Oklahoma congressional delegation is protesting what it says was a U.S. Department of Human Services decision to rescind a $4.5 million family planning grant to the Oklahoma Department of Health because state law prohibits the agency from referring clients for abortions.

“Oklahomans rely on OSDH’s family planning program for Title X family planning services including cancer screenings, pregnancy prevention, STI diagnostics and treatment, breast exams, and depression screenings and referrals, among a multitude of other services,” says a letter signed by all seven members of Oklahoma’s delegation. “(The) decision to suspend OSDH’s award will severely limit Oklahoman’s access to these services.”

Oklahoma parents are warned about ransomware attack in Norman


The FBI issued advice for Norman Public Schools parents after new details emerged about a ransomware attack on the district. Norman schools put out a letter Thursday detailing a ransomware attack last month. The district said someone gained access to their systems and could have seen sensitive information. “Most likely, the cause is some type of a phishing email that contains either a malicious link or an attachment from an untrusted source that unfortunately people fall victim to all the time,” said Kayla McCleery with FBI OKC.The FBI said these cases are good reminders to stay safe online — specifically when kids are involved. “Just having those conversations with them and educating them on the risks,” said McCleery, “And also the importance of being vigilant and monitoring their activity online.”Norman schools said they were unaware of anyone’s information being misused after the attack, but whoever launched it could have seen students’ social security numbers. Since the attack, the district has limited the use of some technology. Teachers now have to find new ways to do things they once would have done with technology, Norman parents said. The district is reviewing its policies and procedures, adding safeguards, giving staff a dedicated call center for questions and offering a year of identity theft protection.
